Devs say it is just a random chance that when a meg spawns it's a very small chance to be the ghost. They laid out all out in one of the yt podcasts. They also said lower single digits of players get the title each day. So that's like less than 6 or 7 a day. Any correlation you're noticing on location discovered is purely coincidence.
