I recently purchased a boat with a 1988 Evinrude 48 SPL, and I'm having a few troubles with the idle (you've probably seem many of my posts). I know maintance is very important (and I curse the previous owner for not doing a better job) and I just ordered a manual to help with some of the mystery of this engine.1) Make sure the throttle plate linkages are all sync'd. If all 4 are not closed/opening simultaneously you will have unbalanced fuel-air delivery and it can cause issues like this. 2) Verify your primer solenoid is working. Attach a volt meter to the leads connecting to the solenoid then push in your ignition key.

I'm figuring like 9 gph at 4000 rpm. High 12s to 13 at idle and upwards at higher RPM if its my motor were talking about. If you are getting 16v at idle, Id say that is out of the ordinary.

Re: 88 Evinrude SPL - What Size fuel lines? There is no problem using 3/8" fuel line. It does not put any pressure on the fuel pump the fuel pump only draws/sucks what it needs. The smaller fuel line does no allow enough flow thru it at WOT to feed a thirsty outboard so the fuel delivery is not fast enough to keep up with the demand.

Update: 1 - when you put the shift pin back in, use some sort of thread locker or sealant, be sure NOT to over tighten it. Its very easy to break the thread....
