You can only open the pond hatch door underwater. The one in the lab itself stays closed. There are some small labs all over the map which are still closed. I believe that’s the one that opens when you open the Dome in the pond lab... I’m not sure on that though, as other than just the lab itself I haven’t done much exploring in the pond.

To start exploring the Pond Lab you have to start deeper and access it from below. Look for the T-Rex and then follow the fans/lights, there is a bit of a tip. IIRC, there are three batteries you need to turn on around the lab entrance area. Look for the big glowing ⚡ symbols.
