Basically, like Epic, Steam and Discord, the launcher is just always running. There are exactly two reasons why this would be necessary for the Jagex Launcher: (1) Routine automatic updates to the launcher. This seems unlikely to me. The client doesn't need updates each week, so why would the launcher? (2) Desktop push notifications.
