First you need to get to the Altus Plateau and go to Perfumers Grotto. You can either use the Dectus Medallion to get there early or use the flying horse glitch. You can only use a glitch. Speedrun has already use it. I'm pretty sure there's an alternative way to get there without progressing through the story.
