Craftsmanship is definitely higher on the WP stuff and the concept in how they function differs. The Ohlins are a solid older design that works very well. The WP is a newer design that also works very well. I would encourage you to get a set through Powerband (I know I sound like a broken record).

My preference is based totally on looks and with that I rank Pro-Action #1, Ohlins #2 and Legends #3. I like the finish of the Pro-Action shocks and they look more robust than the other two brands. I only rank Ohlins #2 because of the external reservoir. The black finish looks great and matches the theme of our bike.
