If this is a first life character, consider starting with an 18 dex so you can afford everything at level 1 still. If you don't have enough racial points, just don't put points in the halfling tree at end game. Still put points in up to level 20 for the extra healing then spec out of it or spend less in vistani at 20.

Strimtom's hardcore season 1, 2 and 3 builds are easy to achieve, high survivability, decent new player starting builds that require no tomes. Some involve race/class/universal tree unlocks but a fair bit don't. I would say new players go look there instead of other places.
