Legendarys always have special effects and this is "THE" legendary amp shield. High amp damage with no drain at the cost of mediocre capacity and long charge delay Works great with gaige for mobbing as every time she kills an enemy she instantly regains all of her shield. What you have got is the double tediore bee shield at level 80 which has the minimum recharge delay and is quite honestly the best. But at those levels I prefer the elemental ones like double maliwan or tediore+maliwan capacitor and the DoT becomes real pain on those levels.
I know most people think bee shield is awesome but at least with Zer0 is a double edge sword. For Zer0 more experienced players is useful, but is quite of a hell if you do not how to use the decoy properly. Your best options are the turtle shields or absording shields.
