If fewer people play, some will control more than one power. If you control more than one power, keep those powers’ income and units separate. You can conduct operations for only one power at a time.
It is more balanced, because 1940 is very unbalanced, but the Allies still need at least a bid of 12. I would want more than 12 to play a player as good as me, however. I think I remember that the 42 set up is easier for the Allies though. The Axis can’t hurt them as much on Turn 1, as they can do in the 41set up. 1.The Axis & Allies Anniversary game box.
