Not sure on default lone survivor stats (lots of vit iirc) Go by the letter scaling of the weapon. Higher the letter grade, the more you benefit from pumping the stat. The rakuyo is the absolute best. You can get it towards the end of the dlc. The reiterpallasch is one of the better skill scaling weapons in the base game and the burial blade is really good but you can only get it in new game plus. I'd say church pick is one of the best PvE weapons.
